Default 3-way linking and Google

I read a recent blog post which claimed that 3-way linking could get you Google-slapped.

The author makes reference to a comment by Matt Cutts: "Don't participate in link schemes designed to increase your site's ranking or PageRank."

Could 3-way linking be seen as a "link scheme" and has anyone here been negatively affected by 3-way linking?

I agree that 3 way linking and reciprocal lining could be a bad idea.
You would have to keep these links to a minimum.
Google wants to see natural linkage, one way links are the way to go!
