Page rank is a useful little tool to give a quick impression about a site, but it is not that important in the grand scheme of things. However, despite this it still affects the price of a site that is for sale.
When we talk about relevancy we are talking about related sites. If I do SEO and you are an internet marketer, then we are relevant to each other. However, if I linked to an auto site that would not be relevant to my site and of no value to me for search rankings.
