Link popularity is one of the important factors in ranking a site so it's really necessary to build good links to achieve high rankings and it's really an effective method in optimizing a site.

One of the best methods for me are social bookmarking and forum posting (using sig) coz it generates traffic and at the same time they can be considered as backlinks

I take two things in consideration when building backlinks:
1. That the backlink helps in SEO
2. That the backlink will draw direct targeted traffic in the long run

Backlinks should come from related sites and with good PR.

One should also determine what Google DC you are targeting. If you want to rank for google.co.uk - build more backlinks on sites that score high on SERP on google UK.

Don't forget social networking sites...

I could generate a domino effect, which will eventually generate good targeted traffic. Make sure you have an interesting content, and that you tell people about it. Once you got the words out, it will generate more and more hits by itself.

This is more like a viral method - but should work fine as soon as you get traffic and targeted backlinks.
